Network 2.0 and Contracted Service Providers

Federal Express contracted about 5,300 independent service providers in May 2026, down from about 5,700 a year earlier. Drivers employed by those businesses fall outside FedEx’s employee count, much as independent drivers sit outside Uber’s headcount.

Network 2.0 consolidates the legacy Federal Express and FedEx Ground pickup-and-delivery operations. FedEx had implemented it at about 360 U.S. locations by May 31, 2026, and expects to finish the U.S. rollout by the end of calendar 2027.

The fiscal 2025 filing counted about 290 locations across the U.S. and Canada. The two counts cover different geographies, so they do not form a like-for-like trend.

Is FedEx Unionized?

Only small groups are. The fiscal 2026 10-K names Federal Express pilots, represented by ALPA, and certain non-U.S. Federal Express employees.

U.S. employees of Federal Express fall under the Railway Labor Act, so a union must organize a nationwide class of workers. FedEx’s other U.S. companies fall under the NLRA, which allows small local units, the route baristas have used at individual Starbucks stores.

FedEx Supply Chain also had a small number of union members before its sale.

FedEx Employee Turnover Hit 78% Among Part-Timers

Part-time turnover reached 78% in fiscal 2026, up from 70% in fiscal 2025. Full-time turnover fell to 18% from 24%.

FedEx hired 469,000 full- and part-time team members in fiscal 2026, after more than 406,000 in fiscal 2025. The 10-K ties the part-time rate mainly to package handlers and states that higher turnover drives elevated hiring.

Companies define and report turnover differently, so Walmart’s associate retention data is not a direct match for these rates.

Revenue per employee is another lens on labor intensity, and Amazon’s revenue-per-employee figures show how one large logistics employer reports it.

At the Federal Express segment, the 10-K tied a 9% rise in this expense to higher wage rates, incentive pay, benefit costs, unfavorable exchange rates and added U.S. staffing for higher volumes.

In the U.S., FedEx covers about 70% of eligible health costs for more than 355,000 enrolled employees and dependents, based on 2026 enrollment. Employee-only medical premiums start at $0 a month.
