How Many Employees Does PayPal Have in 2026?
PayPal employed about 23,800 people globally as of December 31, 2025, according to its FY2025 Form 10-K.
That remains the latest filed total. The second-quarter 2026 earnings release, dated July 28, 2026, does not report headcount.
Year-end headcount fell in each of the three years after 2022: 29,900 in 2022, 27,200 in 2023, 24,400 in 2024 and 23,800 in 2025.
The 2025 workforce spanned 28 countries, the same as in 2024 and up from 27 in 2022 and 2023. The 10-K describes it as predominantly full-time.
Rival Stripe is privately held and files no headcount, so comparisons with it rely on tracker estimates like those in these Stripe workforce figures.

PayPal has set a dollar target for its restructuring but has not published a total number of job cuts.
Its first-quarter 2026 materials state it expects at least $1.5 billion of gross run-rate savings over the next two to three years.
CFO Jamie Miller told analysts in July 2026 that PayPal was targeting $400 million in run-rate cost savings by the end of 2026, Payments Dive reported.
The Q2 2026 Form 10-Q recorded $44 million in charges for the reorganization announced in April. PayPal described them as mostly employee severance and benefits, including stock-based compensation.
Is PayPal Cutting 20% of Its Workforce?
The 20% figure comes from Bloomberg, which cited a person familiar with the matter on May 5, 2026.
Widely repeated totals of about 4,760 roles are media calculations that apply 20% to the 23,800 year-end count. PayPal itself has not stated them.
When cuts began in late August 2026, a PayPal spokesperson declined to give the number or percentage of employees affected, per Payments Dive.

Where Have the 2026 Cuts Landed?
San Jose: a WARN notice filed with California regulators lists 251 permanent layoffs at headquarters, effective October 30, 2026. The San Francisco Chronicle reported that the cuts center on technology and product roles.
Ireland: the Department of Enterprise received a collective redundancy notification from PayPal on August 28, 2026, RTÉ reported. Sinn Féin TD Ruairí Ó Murchú said the company confirmed 164 roles, almost 12% of its Irish workforce.
Those Irish redundancies are proposed for October 7 to 21, 2026, according to Ó Murchú.

The Americas held 46% of PayPal’s workforce at the end of 2025, up from 44% a year earlier.
Asia-Pacific slipped from 44% to 42%. The category PayPal labels “Europe and the Middle East” held at 12%.

PayPal U.S. Employees, 2022 to 2025
U.S.-based headcount fell from 11,800 in 2022 to 8,900 in 2024. It then rose to about 9,600 in 2025, the only increase in the four years shown.
PayPal’s 2026 proxy statement puts about 41% of the 2025 workforce in the U.S., up from about 37% for 2024.

PayPal’s median employee received $114,331 in total compensation for 2025, according to its 2026 proxy statement.
The prior proxy put the 2024 median at $95,903.

Alex Chriss served as CEO for all of 2025. The 2024 CEO figure reflects that he received no equity awards that year, per the 2025 proxy.
The CEO-to-median pay ratio was 221 to 1 for 2025 and 69 to 1 for 2024.
